On April 1, 2017, the Central Committee of the Communist Party of China and the State Council decided to establish the Xiong’an New District. This is a major historical strategic choice made by the Party Central Committee with General Secretary Xi General as the core. It is another new national significance zone after the Shenzhen Special Economic Zone and the Shanghai Pudong New Area. It is a millennium plan and a national event. Optimize the industrial structure of the river basin, strengthen the management of water environment, adhere to the system of “control source-sewage-governance-governing river system” in the basin, implement the management of water quality targets in the rivers, comprehensively control industrial pollution sources, strengthen the collection and treatment of urban and rural sewage, and effectively control the agricultural surface. Source pollution, create a good river ecological environment, and ensure that the water quality of the river entering the lake is up to standard. Reasonably delineate the scope of dredging, scientifically and orderly implement ecological dredging in the lake, eliminate endogenous pollution, repair the habitat of aquatic animals at the bottom of the water body, improve the quality of the water environment of the lake, and gradually restore the water quality of Baiyangdian to Class III-IV. Water is the source of life, the key to production, and the foundation of ecology. It is the foundation for supporting urban and rural development and people’s life, and the lifeline to promote the industrialization of products, and jointly build an environmental foundation for the sustainable development of the national economy.
